Non elected council?

I can't work out from either email what the purpose, scope or indeed duties are of this council. However I can see how it may appear to be a two tier system they're creating whereby council members get preferential treatment. I doubt that's the intent, well I hope I'm doubting that that's the intent but it would make me uncomfortable to have to go to Linden Lab on any issue and have to go through a resident council in the first place, as you point out, rivals, even friendly rivals, could be involved.

Who do the council answer to? Will they raise your points if your points differ from their points? It seems to me to be a well intentioned, but ill thought out, buffer.
