Correct
The decisions aren't made overnight, they're announced overnight, or as was the case with VAT, you find out about it before it's announced but Linden Lab very much knew that was coming and quite clearly should have announced it earlier. Indeed they ended up delaying implementation due to complaints, they don't seem to ever learn.
